OPEC Should Adhere to Oil Output Quotas – Iran Official

TEHRAN, May 30, 2005 (Dow Jones Commodities News via Comtex)

The Organization of Petroleum Exporting Countries should adhere to its output quotas to prevent a surge in unneeded heavy crude oil hitting the market, reducing producers’ income, a top oil official said Monday.

Iran’s OPEC governor, Hossein Kazempour Ardebili, told the Iranian Students’
News Agency that more OPEC supply will merely fill oil inventories with crudes unsuitable for refineries.

“All extra levels of crude oil sent to the market stay in the oil stockpiles, since the crude oil coming to the market now has got limited refinery demand,” he said.

In the summer, refineries want light crude, which is more easily processed into gasoline, but OPEC has no more light crude capacity available, he said.

He said under current conditions, additional production by OPEC isn’t economically justifiable as it won’t lead to more income for producers.

“We believe, in view of the increase in the level of oil reserves, there must be more caution in any additional supply, and we emphasize that the OPEC producers observe their quotas,” he said.

Kazempour said any additional OPEC production would exacerbate the differential in prices between light and heavy grades. He said the current $4-$5 a barrel price differential between Iran’s crude oil and the Brent benchmark price could jump to $12-14/bbl.

He noted that during some months last year the differential between heavy Dubai and light West Texas Intermediate benchmarks leapt to $15-$16/bbl.
